Save democracy, strengthen civil society engagement!

Dear Federal Minister,

In the past 20 years, civil society has achieved a great deal with the support of various federal programs in the fight against and prevention of right-wing extremism, group-related enmity and other anti-democratic ideologies and practices. We can be proud of that. It is very important that this is said now after the Halle attack. We know the situation is dangerous, we know what efforts are ahead of us to face the danger. We know because we have accumulated a lot of expertise and experience over this long period of time. And whenever the events are massively discussed in public because something terrible has happened again, we are there with our experience and expertise. Politics, administration and the media urgently need them. We are happy about that, even though we work under precarious conditions. At the same time, we are irritated that a lot of government money is flowing into authorities and that they are often less competent, less informed and much less able to react appropriately to problem situations.

The central task of civil society has always been to stand up for the development of rights and against discrimination against those who are not yet or insufficiently recognized in the legal situation and in society. That is why we see ourselves as those who promote the spirit of the Basic Law and want to apply it appropriately for our time.

Civil society can do this because it is independent, i.e. not a subordinate body of an authority or a ministry. It can do it because it has the freedom to seek, find, and tackle current and future problems. Civil society, with its projects and initiatives, is often inconvenient, it runs into structures, reveals mistakes, and comes to unpleasant conclusions. It works in great detail, and that is precisely why it can come to the necessary grand conclusions. It is political in detail and in strategy. All of this is necessary in order to find errors and needs, in order to be able to react innovatively, in order to ultimately be able to do good work within the meaning of the Basic Law.

After the attack in Halle, it must be clear that right-wing extremism, misanthropy, racism, anti-Semitism and anti-feminism must be invested in the expertise of civil society organizations, projects and networks. This also applies to other ideologies related to these issues such as antiziganism, hostility to Islam and Muslims or hostility to homosexuals and trans *. Right now they are being asked a great deal, and their support and advice is needed. It is therefore all the more incomprehensible to us that many sponsors of model projects are now having to stop their work or at least massively restrict it. We think it is wrong that the ministry is robbing itself of one of its greatest success stories right now.

We consider the current structure of the new federal programs to be wrong and not appropriate to the situation. It needs more civil society, more commitment, more competence, more transfer of experience, more encouragement for minority groups - not less. The number and quality of projects have never been so great. The need has never been so great. We cannot understand why the program is now taking a path that is no longer based on partnership and equality, on exchange and discussion, on investment in innovation.

The distribution of the funds amazes us. We value the work in the municipalities very much, but we also see limits and unanswered questions here. What about municipalities that already have a strong right-wing extremist presence in society, local politics and in committees? What happens in municipalities that do not value local civil society, but use federal funds to cover other tasks? Nevertheless: the work of many local “partnerships for democracy” that are funded by the federal program is very good and helpful. We want to emphasize that here.

If the funds are to be distributed as currently planned, then additional money is needed for the projects and networks that are also on site but work thematically. Playing both off against each other damages the content, meaning and aim of the entire federal program.

What we need is an increase in funding to at least EUR 200 million. They should benefit those projects and activities that address current and future problems. Central themes of the work against anti-democracy, which are not given enough consideration in the calls for proposals of the federal program - e. B. Engagement in rural areas, sexism, new rights, hatred on the Internet, exit work, conflict management, hostility towards people with disabilities, devaluation of unemployed people as well as the engagement of adults and older people - should also (again) become key funding priorities. The commitment of self-organizations must be given special priority and empowerment of groups affected by racism in its various forms, by anti-Semitism, homophobia and trans-hostility, hostility towards Muslims and other forms of group-related enmity.

We need continuity in our work, we need planning security and we need support instead of nodding. We have lots of ideas and great potential. We make a difference in the fight against misanthropy - through analysis, education, project work and networking. Not only security authorities are in demand, but civil society in particular. Who else can influence the climate in society? Who else can support citizens to take part in the defense of democratic culture? No ministry can do that, no security agency can do that, and even a short visit from a local politician cannot do that alone. Especially in a situation where they often expose themselves to massive hatred when they do.

Much depends on the change, the increase in the federal program. If it stays as it is, it will add even more frustration, as many people will migrate from regions struggling with right-wing extremism. The disappointment that the actors against misanthropy are being left in the lurch now, of all times, will be great.

The attack on the synagogue in Halle and the snack bar "Kiez-Döner" shows how big the problem is. It shows that anti-Semitism, anti-feminism, racism and right-wing extremism belong together in all their facets. We must not show weakness now. By cutting the funding for the model projects, however, the ministry, and indeed the entire federal government, is giving the impression that it is backing away from pressure from right-wing populist and right-wing extremist circles. That is why we demand that the defense of democratic standards be increased rather than melted down. Let's not leave it to the enemies of democracy to redefine these standards!
